BROWNSVILLE, Texas (AP) - Hurricane Dolly has been gaining strength as it nears the Texas and Mexico Gulf coasts. The hurricane is nearly a Category 2 storm, packing winds of 95 miles per-hour. Early damage reports say parts of an apartment complex roof have collapsed in South Padre Island. There's no word on whether anyone was hurt.

RAMALLAH, West Bank (AP) - Barack Obama has departed the West Bank after meeting with Palestinian leaders. The Palestinians say he promised to quickly become a "constructive partner" in the Mideast peace process, should he win the White House. Obama also held talks with Israel's prime minister and donned a Jewish skullcap to tour Israel's Holocaust memorial.

WASHINGTON (AP) - Treasury Secretary Henry Paulson says agreement on a sweeping housing rescue bill will send a strong message. He says investors around the world will see the U.S. is on the way to turning the corner on the housing crisis. It was Paulson who encouraged President Bush to drop a veto threat, which Bush has now done.

BELGRADE, Serbia (AP) - A lawyer for former Bosnian Serb leader Radovan Karadzic (RA'-doh-van KA'-ra-jich) says his client plans to defend himself at his war-crimes trial. The genocide suspect was arrested in Serbia Monday after 14 years on the run. More than 100,000 people died during Bosnia's 1992-1995 war, and 1.8 million others were driven from their homes.

LONDON (AP) - A British man who faked his death in a $500,000 insurance scam has been sentenced to more than six years in jail. His wife got a similar sentence. The two staged John Darwin's death in an apparent canoe accident in 2002. The plot began to unravel last year when Darwin walked into a London police station claiming to have amnesia.

CROWN POINT, Ind. (AP) - A magistrate is again delaying a decision on whether the driver in a Gary accident that killed 2 of his friends should be tried as an adult or a juvenile. The attorney for 18-year-old Darius Moore requested more time to study Moore's toxicology tests.

INDIANAPOLIS (AP) - Indianapolis-based Wellpoint is reporting a ten percent drop in second-quarter profits, blaming higher medical costs. The health insurance plan operator expects medical membership to fall by 150,000 members in the second half of the year. Wellpoint has narrowed its outlook for the full year.

COLUMBUS, Ind. (AP) - Columbus Regional Hospital is looking for more help to recover from last month's flooding. Hospital officials are seeking federal funds to help pay the salaries of about 1,700 employees while the hospital has been closed. The hospital also faces about $110 million in property damage.

SOUTH BEND, Ind. (AP) - Contract talks resume today between the private operator of the Indiana Toll Road and the union that represents toll collectors. The union wants no more than 10% temporary workers, while the company wants 30%. Talks were last held early this month.
